Similarly many other functions return different result than what is specified in the documentation. Please update this. The to_char examples in that table show examples from a variety of locales without specifying which one they are using. The result shown can be obtained if your locale uses space and comma for group and decimal separators. Yours does not so you get the result you see. This could be improved.
