Can we not give more people, and a better defined set of people, access
to update the web sites for releases?  This is currently one of the most
mysterious steps in the otherwise relatively smooth and well-documented
release process.

I think the problem is not the website itself, but rather the FTP site.

The website part works fine, and is no problem. So does the FTP site.
The problem is process, not technology.

The part that goes tag->bundle->temp location->verify->main location
relies on only Marc to do it, and AFAIK nobody else can do that
(except the verify step, which Tom usually carries out, but that
others can do if he's not available).

Once it's in the main location, there are several different people who
can deal with the website parts.

I have done the alpha releases, and I can confirm that I can do all the
steps myself except the web site update.  And I believe any committer
would have the same ability.

Who are they?  And instead of giving me a list of names now, how will
one know in general in the future who they are?

well the alpha release page on the wiki references 
http://wiki.postgresql.org/wiki/ReleasePrep and that one has a list of 
at least four people who can do the website updates (and did in the past).
