Ok, for anyone else who has run into this, the answer seems to be:
CREATE SEQUENCE name START integer
The docs for CREATE SEQUENCE cover the bare bones of what to do
with/to them.
The mailing-list subscribe thingee on the postgeSQL page seems to be
broken, also. For anyone who cares.
