this patch contains ansi sql scrollable cursors's support for plpgsql. Add
three function to SPI and plpgsql scrollable cursor sup. is first test app
of this functionality.

Your patch has been added to the PostgreSQL unapplied patches list at:

It will be applied as soon as one of the PostgreSQL committers reviews
and approves it.
