Would anyone know if 8.38 -> 8.5 is anticipated to be ok - or will it
be recommended to
8.38 -> 8.41 -> 8.5 (when available).

If you dump and reload, I sure 8.3 to 8.5 is 100% safe.  In addition
to this, there is a new feature that may be included into 8.5 known as
In-Place-Upgrade.  Regarding In-Place-Upgrade, I not sure how safe it
will be.

I could be wrong (in fact, it's likely), but isn't the
in-place-upgrade done by pg_migrator which only migrates between
neighbouring major versions? (e.g. 8.3 to 8.4, 8.4 to 8.5)

We are certainly going to promise that a dump from 8.3 will load into
8.5.  Whether an application that worked against 8.3 will require any
changes to work with 8.5 is a different question.

As far as the OP's original question goes, it might simplify matters to
first read the 8.4 release notes and update/test the app to work against
8.4, and then repeat for 8.5.  Or maybe it'd be faster to deal with both
sets of compatibility issues at once.  Your call.
