Hi There:
I am brand new to PostgreSQL and currently living in India. I would like to
download latest version of PostgreSQL. Could you please let me know the step
by step procedure to do this.

I have tried wit Bittorrent and getting communication problems.

You have to use Cygwin (www.cygwin.com) and all the instructions you can
find at www.postgresql.org
