Vacuum and inserts

When doing a vacuum full on a database, what happens to an insert?
Does it spool the inserts up somewhere?
Does it insert them during the vacuum?

I am assuming they are "spooled" up somewhere until the vacuum is
completed but I really don't know.

No, the would-be insert is simply blocked until the vacuum completes
(because the latter holds an exclusive lock on the table).
