Links in README.git are broken

Hi,

While trying to find instructions to build documentation, I noticed
that the links in README.git are broken, both redirect to
http://www.postgresql.org/docs/devel/static/

In addition, why isn't INSTALL stored in git?

Fixed. Forgotten when we moved the developer docs a while ago.

 Because it's built from SGML, to have the same contents as the html/pdf docs. We don't typically store derived files in git - only some exceptions like configure.
