Is there a checklist somewhere that contains all the steps to be taking 
in making a release? If so, where if at all is it published? If not, 
shouldn't there be?

src/tools/RELEASE_CHANGES enumerates the stuff that we typically worry
about before wrapping a tarball.  The stuff that happens after that is
not my bailiwick, but there's at least a start at a checklist for it
here:
