Обсуждение: Localization of abbreviated day names

Another issue regarding the to_char localization: DY is documented to use 3 
characters, but in German week names are abbreviated to 2 characters.  Other 
languages will likely have related issues.  What should we do here?  I'd 
favor that we change the 3 characters to "some fixed length".  Other ideas?

Docs updated to:
"3 chars in English, localized lengths vary"
