Why not add CFLAGS=+02 to the hpux template?

Also, it should work now to build with any random combination of C and C++
compilers, so maybe try that and remove that point.

Hmm... now that you ask, probably no good reason.

OK, I will.  That definitely didn't work a couple releases ago, but if
you think the situation has improved, I'll check it.
