No, there are other solutions too.

Note that the above packages are still considered "test".

Why is the above necessary?  cygpopt-0.dll is part of the standard Cygwin
distribution.

I also got the database to work.  On cygwin 1.3.22-1 with cygipc 1.14
(instead of "newest version") and libopt 1.6.4-4 postgresql 7.3.4-2 also
works.
