I want to install PostgreSQL on my computer, using Windows XP. I have succeeded to install Cygwin, but when I went to the link for downloading cygipc, there was no file to download. What do I do?

After downloading cygipc, how do you install it? I am not able to open a
file which type is ".tar.bz2" on a Win2K machine. Please explain me how to.

TIP 4: Don't 'kill -9' the postmaster

$ tar -C / -xjf cygipc-1.11-1.tar.bz2

when I execute
tar -jxvf cygipc-1.11-1.tar.bz2
I get the following:
tar (child): bzip2: Cannot exec: No such file or directory
tar (child): Error is not recoverable: exiting now
tar: Child returned status 2
tar: Error exit delayed from previous errors
When I execute
ls
I get the following:
bin cygipc-1.11-1.tar.bz2 cygwin.ico home
sbin usr
cygipc-1.11-1-src.tar.bz2 cygwin.bat etc lib
tmp var
Any reason?

You need run Cygwin's setup again and install bzip2. the message
tar (child): bzip2: Cannot exec: No such file or directory
indicates that system cannot find bzip2 which is necesary to unzup the file
before unpack the tarball.
