I would like to know the procedure to install PostGres on Windows 98/NT
machine. Could anybody send me the url where I can download the
installation?

Just run Cygwin's setup.exe (http://www.cygwin.com/setup.exe) and
PostgreSQL will automatically be downloaded and installed.  Then read
the README in:

    /usr/doc/Cygwin/postgresql-7.1.1.README

for the installation procedure.
