Description:        database restore error
Details:

my postgresql services could not start that's why i reinitialise the
database and replace the old data folder
after that i restart the postgresql service it works good
while connecting to my database it shows the following error


FATAL:  could not open file "base/16519/PG_VERSION": Permission denied
Previous connection kept

What user is running the postgres process?  Who owns the
"base/16519/PG_VERSION" file and its ancestor directories?
