The server doesn't accept connections: the connection library reports
could not connect to server: Connection refused (0x0000274D/10061) Is the
server running on host "127.0.0.1" and accepting TCP/IP connections on port
5432?


but the service can't start

already config the pg_hba.conf & postgresql.conf but don't work

How are you starting it?

What error messages, if any, do you see?  (Copy/paste if possible;
failing that, please give exact text.)

What is in the logs from around the time of the failed attempt to
start the service?
