Will PostgreSQL has a plan to support
table fragmentation in nearby future?
This will increase the performance when
query a huge database. Most of commercial
database products have this feature.

You will probably find nearly as big of a performance gain by splitting
your index up.

Take a look at partial indexes (with the WHERE clause).
