To translate pgAdmin's website, you only need to work on the following file:

  http://www.pgadmin.org/locale/pgadmin3_website.pot

We are using .po files for the website translation, so you can use the
usual tools: poedit, kbabel, etc. When the translation is finished, you
can send it to me.
