Yeah, arrays basically don't store any supplied dimmensions:

	test=> CREATE TABLE test(x TEXT[3]);
	CREATE TABLE

	test=> \d test
	     Table "public.test"
	 Column |  Type  | Modifiers
	--------+--------+-----------
	 x      | text[] |

	              ^^
