Postgres v15 branch has been made

Greetings.

Earlier today REL_15_STABLE was branched off and HEAD was stamped as
16devel.

If you use run_branches.pl to manage branches for your buildfarm
critters, and you use the ALL recipe or one of its friends, you
don't have to do anything; your animals should just start
building the v15 branch as I have also updated the server's
branches_of_interest.txt list. If you schedule branch builds
some other way, please update your recipe to include REL_15_STABLE.
