Description: grant access control to a user or group
Syntax:
GRANT privilege1, ...privilegeN ON rel1, ...relN TO
[PUBLIC|GROUP group|username]
privilege is ALL|SELECT|INSERT|UPDATE|DELETE|RULE
leshan=> grant select on all_users to public;
CHANGE
