9.4 startup failed after update

Hi,

My CentOS 7 systems that updated to 9.4.2-1PGDG.rhel7 last night all
failed to start up, due to a missing /var/run/postgresql directory.
Perhaps this should have been created as part of the package install?
Anyway, creating that folder and setting ownership to
postgres/postgres fixes the issue.
