I've installed CentOS 7 from CentOS-7-x86_64-Minimal-2009.iso. And then I did:

# yum -y install epel-release
# yum update
# yum install -y https://download.postgresql.org/pub/repos/yum/reporpms/EL-7-x86_64/pgdg-redhat-repo-latest.noarch.rpm
# yum install -y postgresql96-server
# yum install -y postgresql96-contrib
# yum update
# yum install postgis23_96

And I got:

---> Package postgis23_96.x86_64 0:2.3.7-1.rhel7 will be installed

 You could try using --skip-broken to work around the problem
 You could try running: rpm -Va --nofiles --nodigest
