I spoke with Dave and Magnus. They are perfectly happy to allow us to
have a redmine sub project. There are two requirements:
1. No plugins (not a limiting factor right now, I can only think of one
that would be really useful (the CMD pastebin)).
2. You have to have a community account to post.
I think #2 is absolutely reasonable. It will reduce spam and
maintenance. There is also precedence for it, if you want to submit a
but to PgAdmin you need a community account.
