All PGresults are created via PQmakeEmptyPGresult, including libpqtypes. Actually, libpqtypes calls PQcopyResult which
callsPQmakeEmptyPGresult.
It might be better to say a "server" result vs. a "client" result.
Currently, PQsetvalue is broken when provided a "server" generated result.
