You can use pg_config:

https://www.postgresql.org/docs/9.6/static/app-pgconfig.html

So, on my machine with source compiled Postgrse:

pg_config --version --configure
PostgreSQL 9.6.3
'--with-python' '--with-openssl' '--with-libxml'
'--prefix=/usr/local/pgsql96'


If you have more then one version of Postgres installed then you will
need to use the pg_config from that version:

/usr/local/pgsql94/bin/pg_config --version --configure
PostgreSQL 9.4.11
'--with-python' '--with-openssl' '--with-libxml'
'--prefix=/usr/local/pgsql94'
