Postgres and Perl5 and apache

I am using postgres 6.3 on a Red Hat Linux 5.2 system.
When i use Postgres with a perl script it works fine using the same
script from cgi-bin does not work.
the file is 0755 and outputs the HTML header OK. But no data from
postgres.
Is it possible that Apache cannot use postgres because of user problems.

Please help.
