Jan is caching the plans needed for referential integrity checking
and referential actions - look at ri_triggers.c in src/backend/utils/adt.
ri_InitHashTables initializes the RI cache.

(I *assume* Jan, with his great experience, is doing it right, I'm
in no position to judge!)
