Oh, that is odd, but documented:
      -g
      --globals-only             Dump  only  global objects (roles and tablespaces),             no databases.

ALTER DATABASE ... SET seems to be something that doesn't fit in
anywhere;  I am thinking pg_dump -g should dump it.
