I see debian/rule (build system) of tkdvi package and here is ./configure --with-tcl=/usr/lib/tcl8.3 \
--with-tk=/usr/lib/tk8.3\ --with-tclinclude=/usr/include/tcl8.3 \
--with-tkinclude=/usr/include/tcl8.3
