Service is up but not yet ready to work

     Hi,

I have another service (Tomcat) that accesses Postgres service (7.3) 
on its startup.
Obviously we set Tomcat service be dependent on Postgres one.
However sometimes (not always) after reboot, Tomcat is starting while 
Postgres is not yet ready to service connections and fails with error: 
"The database system is starting up"
That is Postgres reported itself as "up", but not yet ready to service 
connections.

Any ideas how to solve this ?

P.S "Tomcat service" is just an example, it could be any other
