[BUGS] BUG #14593: Service doesn't start

Description:        

Installed last version of postgrsql. When trying to start the service, I get
an error (my translation from german): "Service 'postgresql-x64-9.6' has
been started on local computer and then stopped."
Only significant event since the service last worked correctly: Microsoft
