BUG #10919: Fix for BUG #9110: Fresh install of psqlodbc_09_03_0100-x64.zip fails

To fix the problem reported on bug #9110, it is only necessary to install
Microsoft Visual C++ 2010 X64 redistributable package. Last version is
10.0.40219. I found on this site: 
https://npackd.appspot.com/p/com.microsoft.VisualCPPRedistributable64/10.0.40219

As soon I install it, the ODBC drivers installation worked faultless.
