update with FreeBSD PostgreSQL 9.0 and pgadmin3

Hello all,

the update for pgadmin3-1.12 to work with PostgreSQL 9.0 and with
FreeBSD 8.1-STABLE.

SUPER AGAIN!!!! I think it is faster then the previous version. All
nice and smooth and no hickup detected.
