You can also "mount" a partition as a directory under an existing drive letter, using the "disk management" utility built-in to windows.  It's not as granular as the junction method, but there's a built-in gui for it, and its more widely known and used.

This utility is useful for creating junctions in Windows:

I am using this to "symlink" my pg_xlog directory to another disk and it
works great.
