BUG #2593: Improper implimentation of SQLException

Description:        Improper implimentation of SQLException
Details: 

The vendor error code is returned in getSQLState(), instead of getError(). 
At least this is the case for 23505 (ERROR: duplicate key violates unique
constraint ...)
